well, i think it is a fault practice to (mis)use a latin i instead of
a cyrillic letter cyrii (especially since it is present in encoding).

similarly, you could find lots of examples when people replace
cyrillic letters by similarly looking latin ones (just without a good
reason): e.g., latin letters p, a, e, etc. look like cyrillic letters.

this is not the sign to add a support for such broken texts; it is a
sign to correct them. by the way, it is not that difficult: it is easy
to find all latin letters `i' which occur between a pair of the
cyrillic letters, and replace them with the correct 8-bit (or unicode)
cyrillic characters.
