A letter ghe with upturn has very interesting history. In 1928,
Ukrainian government approved rules of Ukrainian orthography.
According to these rules the alphabet contained a letter
ghe with upturn. In the second half of 30th, Stalin decided to
simplify Ukrainian language and to bring it nearer to Russian.
In particular, a letter ghe with upturn was excluded from the
alphabet.

But Ukrainians, who lived abroad, continued to use rules of 1928.
Now I hold in my hands a book by Ivan Dzyuba "Internationalism
or Russification", which was published in Canada in Ukrainian in
1968. It uses a letter ghe with upturn. Probably, your Ukrainian
translation of the Holy Bible is printed in Canada or some other
Western country.

After obtaining independence in 1991, Ukrainian government returned
to the rules of 1928. In particular, the letter ghe with upturn
is present in the alphabet. I use it in my mathematical papers.

As you can see from the alphabet, Ukrainian language does not
contain hard sign. An ordinary apostrophe (') is widely used
instead.
