At least HP-UX 10.01 and 11.00 has ISO 8859-5 fonts and no koi8. So, I think,
HP prefer ISO 8859-5 for russian local.
    -) I check this: HP unambiguous support ISO 8859-5 russian local.

P.S. IMHO ISO 8859-5 is good by one reason: it's only STANDARD.
