Dear Mr. Siebenmann!

Thank you very much for your letter. After its receiving I checked
some materials and found, that:

1. cp 866nav encoding does contain guillemotleft and guillemotright
symbols (I had a mistake in my previous letter).

2. However, I checked the text of Ukrainian state standard and found,
that it does not contain these symbols. Here is its part, which are of
interest for us:

It means that the next more weak proposition is true:

All the letters of the Ukrainian alphabet, which are absent in the
Russian one, occupy the same places (F2--F9) both in state standard
and in cp866nav (that's why I use the file cpp866nav.def in cyrillized
EmTeX). But cp88nav contains symbols, which are absent in the state
standard.

I don't know, how to prepare gif files, but some days later I will
prepare pdf files with different variants of cp866nav encoding and send
these files to you.

Unfortunately, due to little hard disk memory some days ago I uninstalled
Linux from my PC. But Red Hat Linux 6.2 contains support for Russian encoding
koi8 and mixed Russian-Ukrainian encoding koi8-ru, and I checked the
next proposition:

All the letters of both Russian and Ukrainian alphabets in these
encodings occupy the same places in Red Hat Linux 6.2 support files
and in the coresponding files from the LaTeX Cyrillic bundle.
