Do you have internet connectivity? If so, you can download TeX
distribution from there. There are several free of charge
distributions for windows: e.g., TeX Live, MikTeX, fpTeX

You can get TeX Live ISO image which you can burn onto a cdrom from
http://www.tug.org/texlive/Images/texlive7-20020604-cd1.iso.bz2

You can get MikTeX from e.g.
http://www.miktex.org/2.2/index.html
or from
ftp://ftp.dante.de/tex-archive/systems/win32/miktex/

TeX Live is the most complete version.
