not sure what do you mean by `calligraphic package'.
do you mean a `calligraphic font'?
yes, there are a number of calligraphic fonts, mostly commercial.
(see e.g. font catalogs at http://www.paratype.com or
http://www.typemarket.ru).
i'm not aware of free calligraphic cyrillic fonts.

if you already have such a font, and want to use it with LaTeX, you
could use fontinst or afm2tfm to create necessary metric files,
virtual fonts, font definition files.
