\usepackage[T2A]{fontenc}
\usepackage[koi8]{inputenc} % or whatever encoding you use
\usepackage[bulgarian]{babel}

One more. To avoid warning about hyphenation patterns make sure you have
hyphenation patterns and they are in the same encoding as your fontenc (not
inputenc).
