OK, I am happy to take on the public relations end
on this.  Many thanks for doing a very neat job of generating
the WLCY (and WL)!

WLCY (and WL) should dramatically increase the number of TeX
installations OUTSIDE RUSSIA that are TODAY ready to set
Russian with correct hyphenation and kerning. Better and
more comprehensive encodings and typography will come
gradually.
