Please use
\CYRHRDSN instead of \Hard
\cyrhrdsn instead of \hard
\CYRSFTSN instead of \Soft
\cyrsftsn instead of \soft
(look into ot2enc.def for the names of other cyrillic characters)
Here is a full list of ligatures in the OT2 encoding:
You also sould access hard sign as P1 and p1 ligatures, and soft sign
as P0 and p0 ligatures.
