Dear Ruprecht,
here is a test file which you can use for mixed-encoding
russian-german TeXing:
i've archived it to prevent re-encoding problems.
it uses a package `inpenc.sty' (also attached) which is just a wrapper
on `inputenc.sty' which allows to switch input encoding inside a
paragraph.
